1.1.2.1. Poor economy

Most of communities or countries that are digital halve not’s have poor economy. Their governments cannot afford buying computers, internet and other ICT infrastructure. So their citizen cannot have access to computers, internet etc.

1.1.2.2. Gender inequality

There is serious gender inequality in the digital halves not communities. Females are deprived of having access to computers or internet. This could be due to tribal or religious sentiments.

1.1.2.3. Poor governance

Most of the governments of the Digital Halves Not communities are reckless. There is high rate of corruption, financial misappropriation etc. Because of such attitudes, these governments waste their monies in projects that are not digital compliant. Computers, internet availability and access is not their business

1.1.2.4. Lack sustainable ICT policy

Most of the digital Halves communities or governments don't have sustainable ICT policies that will ensure the sustainable provision of ICT infrastructure.

1.1.2.5. Ignorance

The educational level of the people of the Digital Halves Nots communities or region is very low. The literacy rate is low- most of them cannot read nor write. So having access and using ICT infrastructure is not feasible in those communities or countries.

1.1.3. HOW TO REDUCE THE DIGITAL DIVIDE GAP?

Some governments in different parts of the world are taking some measures to reduce the gap of the digital divide in different countries. Some of these measures are:
